BLU stage 30 masked carnivale is not required, which is good, but still have to complete BLU quest to lv60

Allied seals are not a blue mage currency; you can get them via ARR Hunts and Hunt Marks.

You need to level up blue mage and do all of the blue mage job quests until you reach level 60 and then it will be purchasable sold by Mauldin Latool Ja right next to the blue mage quests in Ul'dah , in exchange for 100 allied seals (blue mage currency farmable by doing blue mage challenges)

After completing the blue mage 60 quest Blue Cheese, this card is available from Maudlin Latool Ja (across from Milvaneth Sacrarium in Uldah) for 100 Allied Seals.

Can be obtained from the Allied Seals vendor next to Martyn himself in Ul'dah :)
