10 wins to get this from Arsieu in Gangos (5.8 6.5) just go in with a themed deck that isn't Garlean and should be easy mode.

NPC Arsieu in Gangos after completing the level 10 quest in Bosjan southern front (completing the Castrum). 26w/3d/1L to get the card. Plus and Ascension. Simple primal deck will easily win every time. Only draws and losses were when I was distracted by something else and was just throwing cards at the board.
