Like the below person mentioned. You cannot play Dominiac until you complete the quest chain that begins with Unknown Ultimatum and ends with A War Without End. Note you must complete the quest Enlisted that begins with a noblewoman near The Last Vigil in Ishgard to unlock Unknown Ultimatum.

Very easy card to obtain... once you do the long chain of sidequests behind it. Just for reference, you'll need to have started "Enlisted" (The Last Vigil (x:10.7, y:12.2) - in Ishgard and then start the chain nearby with "Unknown Ultimatum"
