May wanna change this page or add a 3.0 Tataru entry. She uses a different deck for when you challenge her in Fortemps Manor after the Heavensward main scenario.

I just got my Lightning card this morning. Unfortunately I only started to record my win / drop rate from yesterday evening so I really don't have a clear picture of how many matches it may take. All I can say is that my roulette achievement currently sit

I won 114 matches against Tataru yesterday evening. This yielded 14 Urianger cards and just 9 Tataru. If you have a high number of the better cards then the win rate isn't ridiculous, just you have to use your head :)
