Have to be rank 25 and have done the Dalriada raid. Then it is sold by the Zadnor Quartermaster.

Should be noted you have to complete the full questline, not just the final boss.

It's the last boss from Daldaria, so I guess you have to finish it to be buyable. It's 7 Bozjan Clusters

Confirmed you can buy it from the Resistance Quartermaster in Zadnor for 7 Bozjan Clusters, not sure which rank it unlocks at but probably 25.

I'm guessing this is from Zadnor, what resistance rank unlocks this card with the quartermaster? does any1 know ?
