Took me 13 wins to get the card. The NPC becomes available after you run Mount Rokkon and finish the quest "Mononoke Aware". Just unlocking the instance is not enough.

Have to go back to old sharlayan after you do your first run of Mt. Rokkon then when you return to kugane the NPC will be unlocked. Took me 4 wins to get the card.
